The Public Records Officers have identified a list of criteria that increase
the complexity of requests which include, but are not limited to, the following:
- Emails
- Text Messages
- Records requiring coordination between two or more divisions/departments
- Personnel related records
- Records requiring Third Party Notice prior to release
- Records relating to an officer-involved injury or death investigation
- Time frame in excess of two years
- Archived records (ex: pre-Spillman records, microfiche, older database or software)
- Records stored on non-City-owned devices
- Records stored off-site
- Audio and/or video files in excess of one hour
- Records relating to a mass casualty event
- Records relating to homicide investigations
- Records relating to gang involvement
- Records containing confidential informants
- Records involving juveniles
- Records requiring Legal Department review
- Records involving multiple agencies (ex: joint city-county purchasing; task force)
- Records requiring file type conversion
- Records requiring individualized research by staff
- Records requiring a customized service charge
- Large volume of potentially responsive records
